The denuclearization and peace process on the Korean Peninsula ignited by the 2018 PyeongChang Olympics began to take place in earnest with the Panmunjom Declaration signed between the two leaders of South and North Korea in April, followed by the U.S.-DPRK Summit in June. Since then, the two Koreas have signed the 9/19 Military Agreement to implement the Panmunjom Declaration, and are taking practical steps to build trust on the Korean Peninsula, including demilitarization of the Joint Security Area. In this context, the Research Institute for National Security Affairs (RINSA) of the Korea National Defense University has held a Northeast Asia Forum on the Prospects and Tasks of Arms Control on the Korean Peninsula on December 5, 2018, in South Korea´s capital Seoul. The conference was designed to explore the direction of desirable inter-Korean confidence building and conventional arms control and to seek policy solutions for the verification of North Korean denuclearization and abolition of its nuclear weapons. To this end, RINSA offered a forum where leading international and Korean experts drawed lessons from past cases and discussed policy proposals in accordance with the security environment of the Korean Peninsula. In his keynote presentation, Professor Staack spoke on the topic Confidence and Security-Building Measures in Europe: Lessons learned and its implications for Korea.
